Chandra son of Maharishi Atri and Anusuya emerged before Lakshmi and considered her elder brother. 
Chandra learnt all Art forms from Bruhaspathi. Tara Bruhaspathi's wife fell in love with Chandra and they got a child by name Budha. Bruhaspathi cursed Chandra. 
Chandra then married 27 daughters of Dhaksha Prajapathi, but was particularly fond of Rohini, earning the wrath of other daughters. Hence, Daksha cursed Chandra to loose his Luster. Chandra prayed to Lord Vishnu in this place named Thalachangadu and got his luster restored to be periodically renewed, and hence waxing and waning of Moon. 
This was a forest of Sangu Pushpam and hence got its name "Thalachangadu".
